Every new grocery store being built in Texas, and whether the tool knows about it

The Texas Department of Licensing and Regulation registers every commercial construction project in the state, which means new grocery stores show up there six to eighteen months before they open — well ahead of the USDA's retailer register, the appraisal rolls, or any map. This is that register, swept for grocery builds and checked against what the Tie-Breaker has mapped.

Why a missing store costs you. A grocery that isn't in the data makes every site near it look worse than it is. The Forney H-E-B measured 2.3 miles until it was added, then 0 ft. There are now 5,896 grocery points scoring statewide.

Read the status column, not the count. A permit whose address geocodes to the wrong spot looks exactly like a missing store. Most do: of the 138 that should be open, only 24 are genuinely worth a look, and most of those finished in 2026 and are simply newer than the USDA register. The rest are accounted for.

How each store below was checked. Distance alone cannot tell a genuinely missing store from a permit address that simply geocoded badly — that mistake is what wrongly cleared the Mesquite Walmart on the first pass. So every store that looked missing went to the appraisal district: if the chain owns the land at that spot, the location is right and the store really is absent. Where it isn't, the permit address is the thing that's wrong, and no pin was invented.

How to read this

Dates are permit completion, not grand opening. A store opens weeks to months after construction finishes — H-E-B Rockwall shows 17 Sep 2025 and opened 29 October. Treat the date as "no earlier than."

Permit addresses are unreliable for mapping. Several are written as intersections ("F.M. 407 & I-35W"), and even the clean ones geocode badly — the Melissa Walmart's own permit address lands two miles from the store. Chain and store number identify a store; the appraisal district places it.

Names lie in both directions. "HEB ISD" is the Hurst-Euless-Bedford school district and "Aldine ISD" reads as Aldi, so a chain name in a title proves nothing. But the owner is no better alone: most Tom Thumb, Target, Sprouts and Aldi stores are built by the landlord, and H-E-B files everything under a corporate mailing address. The chains also build plenty that isn't a store — fulfilment centres, distribution campuses, steam plants, bakeries, fuel kiosks, BBQ restaurants.

Every permit is listed, back to 2019. An earlier version of this page cut off at 2023, which hid 38 older stores — all of them turned out to be accounted for, but the check was worth running.

This is a snapshot. Permits are filed continuously. The sweep now ships as a script in the tool, so it can be re-run whenever you want it current.
